Looking for free method of saving this NYC web page at 1:1 at 4000 x 4000 pixels (no scaling)

My computers only have 1080 monitors, so screen grab is not possible for 1:1 capture.

Not just this NYC map, this is just a sample.

You can save multiple screen shots and stitch them together to make a larger image. If your monitors are 1920x1080 then three wide and four tall will get you enough pixels to stitch up a 4000x4000 image. Stitching isn't hard with line graphic images if you use separate layers for each image and you adjust the transparency of the layer you're moving so you can see through it.

If you Inspect Elements, you'll find that the map is made up of several 512x512 images. I suspect each image could be downloaded then stitched together programmatically using ffmpeg or OpenCV?

Each zoom level has it's own set of images. It may require a bit more research to actually figure out the proper naming pattern.

In this URL, L09 is the zoom level, R00000100 is the row number, C00000140 is the column. That's as far as I went, but I hope it helps.
